摘　　要：本文通过对我军固定通信台站发信控制台的现状分析，提出运用程控交换技术来研制实现数字式控制传输系统，详细说明了该系统实现的主要功能及其软件设计，最后对研制目的和意义进行了进一步的分析。This paper put forward the means of the application of the program control switch technique to develop the digital control and transmit system of fixed communication station, according to the analysis on recent status of our military control system. We explained the main functions and design of sotfware of the system, At the end of the paper, we discussed the intention and meaning of system development.
