摘　　要：本文概述了因特网站的规划与设计方法,介绍了网站设计制作的规范及所需的关键技术,结合国土资源部门户网站系统的建设实践,论述了系统的技术构架,详细阐述了系统建设的主要功能和内容。This article outlines the methods of the internet planning and design and introduces the criteria for website design and planning and the key techniques needed. Based on the construction practices of the portal website system of the Ministry of Land and Resources （MLR）, this article elaborates main functions and contents of the system construction and discusses the technical framework and the realization of MLR portal website.
