摘　　要：收入保障体系的建设已经成为国际电信业运营管理的一个目标。本文在参考国际知名电信公司及咨询公司的报告基础上,结合国内电信企业的实际情况,提出了一个适合国内电信运营及支撑现状的收入保障体系架构模型。湖南某大型电信企业基于该体系架构模型,在其一个地市分公司进行了收入保障一期工程实施试点,试点结果表明,提出的收入保障体系架构具有良好的可操作性,能有效地发现电信运营过程中所存在的收入漏洞。Revenue assurance system establishment has been becoming a goal and direction for the operation management of international telecommunication enterprises. Based on refering reports of international famous carriers and consulting corporations, a new revenue assurance system infrastructure model is proposed by combing the matter of fact of internal carriers, which is proved to be suitable for the current states of internal telecommunication operation ＆ supporting systems. On the basis of the newly proposed revenue assurance system infrastructure model, a major carrier in Hunan province, as a experiment area, has finished its first-stage project of revenue assurance. The results show that the newly proposed revenue assurance system infrastructure is practical, and can efficiently discover the revenue leaks existed in the process of telecommunication operations.
