关于我国城镇化的非主流视角

摘　　要：文章结合对国家提出城镇化战略的背景及我国城镇化进程的回顾和反思,围绕城镇化与资源环境、城镇化与工业化、城镇化与“三农”问题、城镇化与市场化、城镇化与社会发展、城镇化与全球化等对我国城镇化进程有重要影响的基本关系问题,对有关主流观点作了评析;对于关于我国城镇化的某些片面性认识,以及西方“现代性”、发展主义和新自由主义等意识形态的影响造成的对我国城镇化的扭曲和误区,进行了分析;阐述了理性认知现行制度环境下我国城镇化的意见,提出了城市规划工作者如何正确认识和把握城镇化、增强推进城镇化健康发展的自觉性的几点认识。This paper reviews the background of the government＇s urbanization strategy and China＇s urbanization process, commenting on the mainstream perspectives on basic and important issues of China＇s urbanization in relation to resource, environment, industrialization, and issues concerning agriculture, rural areas and farmers. It analyzes the impact of certain unilateral notions on urbanization as well as the Western ideologies of modernity, developmentalism and neo-liberalism that mislead China＇s urbanization process. This paper also argues to take a rational view on China＇s urbanization under the current institutional settings, concluding with a few viewpoints on how planners should understand urbanization and enhance the consciousness of facili- tating healthy development of urbanization.
