摘　　要：合理使用制度平衡了图书馆与著作权人之间的权益,数字图书馆打破了这种平衡,寻求一个新的利益平衡点是数字图书馆建设过程中的一项重要课题,公共借阅权及其运行模式能提供这方面的帮助.The rights and interests between the library and copyright owner are balanced by fair use. Digital library breaks the balance. Looking for a new balance point is an important task during the construction of digital libraries. Public lending right and its function mode could provide some help.
