摘　　要：政府职能的转变与现代大学制度的建立,是政府与高校关系调整的两个互相关联的问题,没有政府职能的转变,也就不可能孕育出现代大学制度;反过来,现代大学制度的建立与发展,本身就是对政府宏观管理高等教育能力的考验。在这个过程中,政府的作用至关重要。It is an interrelated issue in the regulation of the relationship between the government and universities, wluich is about the transformarion of governmental function and the establishment of modern university system. Without transforming governmental function, it is impossible for the birth of modern university system. Also the establishment and development of the modern university system is, in itself, a test to the government in its macro- ability to regulate higher education. It is in this regulating process that the government plays an indispensable role.
