摘　　要：行政法的理论基础问题一直是一个备受关注的问题。政府法治论作为行政法理论基础的一种学说有着丰富的内容。作为一个尚处于提出和初步论证阶段的理论,“政府法治论”在不断完善后,必将成为一个日益成熟且具影响力的学说。The foundational theory, of the administrative, law is a hot topic.The theory, of government constitutionality has rich contents.We have reasons to believe that the government constitutionality theory, will become an important theory, in the foundational theory, of the administrative law.
