摘　　要：当今时代是一个能力本位的时代,随着执政能力建设的提出,公务员的行政能力作为党执政能力建设的题中之意也越发显得重要。本文力图在对基层政府公务人员行政能力进行理性思考的基础上,制定科学评价公务员能力素质的标准,进而提出创造灵活用人机制;优化基层政府公务员考核制度;完善公务员培训机制;多种淘汰机制并举,实现基层政府公务员队伍吐故汰劣等政策建议。Today is a era of laying stress on ability.With the governing ability putting forward.It is obviously Important to the public servant＇s ability as a content of the constructing of the party governing ability.This thesis want to take a standard of scientific assessing to Officers＇ Ability Level,Furthermore.Patting Forward some Propose to Strengthen the Officers＇ Administrative Ability and Improve the public management level of the grass-roots government.
