摘　　要：我国卫生体制改革的背景是全面的经济体制改革,沉重的历史包袱、僵化的陈旧观念,使其举步维艰。社会主义市场经济体制的确立,卫生事业必然要从根本上适应这种转变。但是,在如何适应上仍心存疑虑。究其根源,就是因为没有突破把计划经济体制下形成的国家统包统配的福利性政策等同于我国根本制度的束缚。因此,彻底地加以区分尤为必要。 一。The paper analyses the various corrupt practices of present health system under new situation; insufficient compensation sstem, lack ineccntive and competitve mechanism, poor binding on itself, and inefficient supervisory mechanism, and puts forward that the ideas should make a breakthrough to change thoroughly the old health system. Health social security system should be established. The productive function of health services should be lutstanding. The macro adjustment of government should strengthen. Finally, the new health.system with high quality and low cost will be established, it will suit the level of China economical development, be the first efficiency, and take fairness into account.
