摘　　要：随着电力市场改革的深入,电力系统规模的不断扩大,电网的阻塞问题日益显著,严重影响上网电价,造成电网价格波动大,这样,通过引入固定输电权概念,对固定输电权进行拍卖交易来解决该问题。为此,对固定输电权的拍卖机制进行分析和讨论,并用数学模型对其进行描述,最后通过算例验证来验证模型的合理性。With the deepening of the power market reform and the development of power system, power network block is more and more remarkable, which seriously impacts the sales price to grid and leads to the price fluctuation in the grid. How to resolve the problem through firm transmission right （FTR） and its auction in transaction is the kernel idea of this paper. With the analysis of the auction mechanism for FTR. a mathematical model is set up to expatiate the market auction mode. Lastly the rationality of the model is validated through the arithmetic example.
