警务人员在禁毒执法中的新挑战

摘　　要：随着禁毒形势的日益严峻及艾滋病迅速蔓延对公众社会造成的威胁和危害,减低毒品危害系列政策应运而生,警务人员在执法工作中的新困难也随之产生。一是执行减低毒品危害措施存在着法律障碍,导致执法警察有可能对一些违反禁毒法律法规的行为抱“忽视”态度;二是随着减低危害工作加入警察执法内容中,警察工作将会比以前更辛苦、艰难;三是禁毒工作还得寻找新的有效措施与其他部门合作。With the harm and threat from drug and AIDS keep increasing, harm reduction policy arises. Then new challenges for law enforcement occur. First, the conventional law enforcement in drug control has to change, Since there are legal barriers in the implementation of harm reduction, it is likely that the police have to “turning blind eyes” to some minor infringements of drug laws. Secondly, with harm reduction added to the range of law enforcement of the police, the police will do a harder job than before. The police will continue to crackdown such severe crimes as drug trafficking, and have to find new effective approach to cooperate with other sectors in the shared goal： to make sure the safety of community by control the high risk behavior of HIV. At the end of the paper, responses are proposed based on some good practice abroad to solve the challenges.
