摘　　要：完善高新技术产业法律制度是湖南高新技术产业发展的客观要求。应提高思想认识,加强立法调研与立法预测,遵循中央立法与地方立法结合、立足现实与前沿前瞻兼顾、权利本位倾斜和市场主体平等保护结合原则,创建有地方特色的湖南高新技术产业法律制度。The perfection of law systems of the high-tech industry is objectively required by the development of Hunan high-tech industry. We should enhance the recognition of our thought, strengthen the investigation and forecast of the legislation, follow principles of combining central legislation and local legislation, giving attention to the two things of basing the legislation on reality and emphasizing the innovation at the same time, as well as integrating inclining to the right standard with equally protectingthe main body of the market, so as to establish the law system of Hunan high-tech industry with local characteristics.
