摘　　要：加大有组织犯罪的法律抗制,我国有必要尽快制定专门的反黑法律法规,明确界定有组织犯罪的含义,对其从重处罚,增设财产刑,设置特别的刑罚措施和特别的程序规定,从而为全面惩治有组织犯罪提供有力的法律武器。Through legal comparison research to the Chinese and foreign anti-system organized crime, our country has the necessity to formulate the special counter-black legal laws and regulations as soon as possible, make clear the meaning of organized crime, to punish it severely, additionally establish the property punishment, establishe the special penalty measure and procedure stipulates, thus to provide the powerful legal weapon for comprehensively punishing the organized crime.
