摘　　要：高等教育发展是一个由数量、质量、结构、效益四要素组成的相互依存、相互协调的过程。全面推进高等教育 的协调发展,必须做到正确把握高等教育发展的科学内涵,明确高等教育发展诸要素间的不平衡性,统筹实施高等教育发 展诸要素间的协调发展。There are four elements making up of highel education development ： quantity; quality; configuration and benefits. For the sake of the higher education development, we must comprehend the connotation and the imbalances of it, so can we put the higher education denvelopment in practice.
