摘　　要：通过综述和比较分析经济社会发展与土地利用变化的相互关系,探讨了建立适应市场经济发展需求的北京市土地利用总体规划实施的保障措施体系。运用文献资料法和比较分析法,从土地管理及遥感、GIS技术应用等方面,阐述了土地利用总体规划实施监测、评价及预警系统的基本框架,揭示了该系统在强化土地资源管理、促进社会持续发展中的作用。Based on analysis of the relationship between the economic--social development and land use changes, the management system of the land-use planning which is consistent with the market--economic development in Beijing is discussed. The basic structure of the system of monitoring, evaluation and early warning of the land-use plan actualization was built with the remote sensing and GIS, and it is shown that the system has important role in optimizing the land mangement and accelerating the social sustainable development.
