摘　　要：2000—2001年,加利福尼亚州经历了电力危机,南加州爱迪生能源公司(SCE)的照明也施行过拉闸限电。电力危机使电力期货市场价格涨破记录,加州政府的电力行业管制暂时取消。面对这一情况,加州政府开始实施实时电能计量计划,进行需求侧负荷实时管理。Between 2000- 2001, the state of California experienced a power crisis, which brought record spot-market prices and rolling blackouts to the state＇s deregulated electric business. Even Southern California Edison＇s headquarter was not immune to such a crisis and the lights were automatically set to turn off. As such, the California＇s real-time energy metering program was carried out for real-time management of customers＇ load demand.
