摘　　要：我国公共体育场馆是由政府提供的准公共产品。长期以来,政府垄断经营导致公共体育场馆的管理机构臃肿,运营成本高,服务质量低等一系列问题。其原因是公共体育场馆的产权主体不明确,管理活动不到位所致。只有当公共体育场馆民营化后,随着产权的明确,管理的到位,才能降低经营管理成本。The public gymnasiums and stadiums of our country are components of the government utility, and the accurate public products that the government offered. For a long time, it is overstaffing in organizations that the government monopolizes and causes the management of the public gymnasiums and stadiums, it is with high costs to run, a series of questions of low grade of service quality. Its reason is that a main part of property right of the public gymnasiums and stadiums is indeterminate, management activity causes uncompletly. After the privatization of only when public gymnasiums and stadiums, one that is with property right is clear, the implementation of management, could reduce the management and administration cost .
