摘　　要：“道之以政,齐之以刑,民免而无耻;道之以德,齐之以礼,有耻且格。”要使广大农村农民“有耻且格”,构建和谐农村,就必须标本兼治,在法制逐步健全的当今社会,关键是促进农村文化内生先进,同时加大外部输入先进文化力度和新创的文化,共同营造出新的进步的农村文化环境。In order to educate the broad masses of peasants to have ＂a sense of shame and conscientious improvements＂, we should consider both superficial phenomena and deep- rooted causes. With the legal system gradually perfected, we should both promote the endogeny of advanced rural culture and import external new and advanced culture so as to cultivate a ncw progressive rural cultural environment.
