摘　　要：如何保证政府电子政务的安全性是实施电子政务必须首先要解决的问题。介绍了信息安全领域中的公开密钥加密体系和数字签名以及Java的安全机制;针对目前办公自动化系统中电子公文传输普遍存在的安全问题,利用Java中的安全软件包实现了对电子公文的数字签名,从而保证了在政府部门内部数据传输的可认证性、完整性和不可抵赖性。How to ensure the security of the E- governance is becoming the key problem using these systems. This paper introducs the public key infrastructure and digital signature theory as well as the seeurity mechanism of Java in the field of information security. Points to the security problems about the electronic archives transmission in the office automation systems,this paper solves the problem of digital signature on the electronic archives using the seeurity package of Java, this work can guarantees the authentication, integrity and non- repudiation of information exchanged between different government apartments.
