摘　　要：随着经济全球化的发展和贸易自由化趋势的加强,传统的关税和非关税壁垒藩篱不断被拆除的情况下,西方发达国家采取形式上更合法、隐蔽性更强、透明度更低、更不易监督和预测的保护性措施——技术性贸易壁垒来阻止他国商品自由出入该国。由于受经济发展水平和技术水平的制约,在各种形形色色的技术壁垒面前,我国出口企业处于十分被动的地位,如何在激烈的市场竞争中占有一席之地,如何跨越和打破技术性贸易壁垒,已迫在眉睫。因此,建立以企业为机体,以国家和行业协会(简称行会)为两翼,通过三者的有机结合来应对国外的技术性贸易壁垒的模式显的尤为重要。Along with the economical global development and trade liberalization tendency strengthen, the traditional customs duty and the non-tariff barrier bamboo fence unceasingly under the situation which demolishes, the western developed country adopts in the form is more legitimate, the covertness is stronger, the transparency is lower, is not easier to supervise and the forecast protection measure-technical trade barrier prevents his country commodity freely comes in and goes out this country. As a result of the economical development level and the technical level restriction, in front of each kind of of all forms technical barrier, our country enterprise locates the extremely passive status, how holds one place in the intense market competition, how surmounts and breaks the technical trade barrier, has been imminent. This article viewpoint, take the enterprise as the organism, national and the profession association （is called good meeting） is two wings, passes three organic synthesis comes to be supposed to the overseas technical trade barrier.
