摘　　要：对自然垄断领域规制是世界范围内的普遍做法。中国垄断性产业的改革严重滞后,原有体制下的许多僵化和扭曲现象继续存在,经营绩效距消费者和所有者的要求相去甚远。重构自然垄断性产业规制体制、进一步完善价格规制、引入竞争激励规制以及出台相关配套法规已成为经济体制进一步改革不可回避的课题。It is a practice around the world to regulate naturally monopolistic industries. China has lagged behind in the reform of naturally monopolistic industries, with rigility and distortions inherent under the old system remaining common phenomena at present, the business performance not satisfying the demands of both consumers and owners. Therefore it has become an unavoidable problem for making further reform in economic structure to restructure the regulations for uaturally monopolistic industries, make further improvement of price regulations, introduce competitive and incentive mechanisms, and work out new related supporting rules and regulaions.
