摘　　要：为了切实开展环境保护与水土保持工作,加强制度建设和规范化管理,编制了《尼尔基水利枢纽工程施工区环境保护管理办法》、《尼尔基水利枢纽工程库区和移民安置区环境保护管理办法》,以明确业主、监理、承包商地方有关部门的职责,提出环保制度和要求;还编制了《尼尔基水利枢纽施工期环境监测评价实施方案》,并开展了全面的环境监测与水保工作,为工程建设创造了良好的环境条件。To make environment protection, conservation of water and soil effectively, strengthen system construction, standard management; we write Ni＇erji water conservancy project In Constructing Area Management Method, Ni＇erji water conservancy project in reservoir and migrants resettlement area management method. By this way, owners, commissioners, contractors and local government can know their responsibility and bring out environment requirement.Furthermore we write Ni＇erji water conservancy project Environment Estimatatiion Principle In Construction Period. At the same time we carry, out environment protection, conservation of water and soil actively so that we have a better condition in constructing the project.
