刍议我国城镇失业问题的应对策略

摘　　要：当前我国城镇劳动力失业问题已给当事人、企业及社会的发展带来了很大的压力。文章就如何积极地应对失业及其引发的相关问题提出了多条措施,包括:控制人口增长;实行“就业优先”战略,大力发展第三产业尤其是劳动密集型产业,加快发展高新技术产业;转变就业观念,改革就业形式;健全劳动力市场,发展教育培训产业;完善社会保障制度;政府直接参与控制失业率的增长,等。Nowadays, the unemployment problem of labor force in townships has thrown much pressure on such parties as the individual, the enterprises, and the development of society in China. The paper proposes a range of measures to solve the unemployment and the relevant problems caused by that. These measures include controlling the increase of the population; practicing the strategy of ＂employment is the priority＂; developing the third industry, especially the labor-oriented industry; speeding up the development of high-tech industry; changing the ideas of employment and reforming the ways of employment; perfecting the labor force market and developing the training course market; establishing the social protection system and the government＇ s direct participation in controlling the rate of unemployment.
