广东湛江市发展“生态经济"的构想

摘　　要：实施“工业立市、以港兴市”是湛江市建设现代化新兴港口工业城市的发展策略。而区域经济与生态环境协调发展是提高经济运行质量和环境质量的关键。立足于“工业立市、以港兴市”应与发展生态经济二者统一于“以人为本、全面发展”的科学发展观。与生态环境协调的可持续发展的运行机制,符合市场经济的发展要求,是实现湛江沿海经济转机与飞跃的必然选择。To carry out the plan to establish an industrial city and to prosper by developing harbor is the strategy to develop into a modem industrialized port city of ZhanJiang. However,to achieve the goal of improving qualities of both the economic operation and economy lies in the harmonious development of regional economy and ecological environment. Either to carry out the plan or to develop an ecological economy should follow the direction of the scientific and all-around developmental view “human orientation and all-around development”. Then an operation system for sustainable development,which is in harmony with the ecological environment and meet the need for development of the market-oriented economy,is a must to achieve the recovery and take-off of the economy of regions along the sea.
