西部企业集群发展中地方政府作用的实现机制

摘　　要：西部地区小企业集群发展需要地方政府的推动,但地方政府出于自身利益最大化考虑形成的对国有经济和外部资本的行为偏好,影响西部地区本地企业衍生、企业家成长和小企业集群稳定性,使地方政府的作用难以实现。究其原因,在地方政府、企业和高层政府形成的“铁三角”博弈关系中,地方政府拥有对企业的地位优势和对高层政府的信息优势,在没有约束的条件下容易产生机会主义行为。行业协会等中介组织的介入,可以改善原有的“铁三角”关系,抑制地方政府的机会主义行为,是地方政府作用得以实现的重要机制。The development of small enterprise cluster of the western region needs the push of the local governments. But considering solely its own interests, the local governments often hold to state-owned economy and exterior capital, which influences the growth of local enterprises and entrepreneurs, and the stability of small enterprise cluster in the western region. Hence the difficulty to realize the role of the local governments. When we trace the causes of such phenomenon, we find that, in the “Iron Trigonometry” relationship between the local governments, the small enterprises and the senior governments, the local governments are superior to the enterprises in their position and to the senior government in their information. This makes it possible for the local governments to favour opportunist behavior without restriction. With the involvement of such intermediaries as the guilds, etc. , the relation of the existing “iron trigonometry” could be improved and the opportunist behavior of the local governments could be restrained. So this is an important mechanism for the realization of the role that the local governments play.
