摘　　要：对青海和西藏地区的设治和经营,是清政府处理边陲民族地区事务的重要组成部分,通过清朝前期的不断努力,采取有力措施,稳定了两地的局势,为统一多民族国家的兴盛奠定了基础。The administrative division and administration of Qinghai and Tibet was an important part for dealing with the border and minority affairs by the Qing Government. The continuous efforts and effective measures in the early Qing Dynasty helped stabilize Qinghai and Tibet, which laid the foundation for the prosperity of China as a unified, multi - national country.
