浅论当前我国合作托管造林问题

摘　　要：以中共中央、国务院《关于加快林业发展的决定》的颁布为契机,我国林业进入了一个新的发展阶段,合作托管造林迅猛发展。该文从我国木材缺口、国家政策、运作模式、公司宣传、公众心理等方面分析了合作托管造林快速发展的原因,提出了当前存在的企业夸大宣传、政府监管缺失、企业自我约束机制不健全、公众专业知识缺乏等问题。针对这些问题,该文提出了加强企业管理、建立行业自治机构、强化政府监督、建立咨询机构和普及公众知识等方面的建议。With the publication of the Chinese Communist Party＇s Central Committee and State Council＇s Resolution to Accelerate the Forestry Development, forestry has stepped onto a brand new stage in China. Cooperative Trusteeship Afforesting （CTA） is developing rapidly. Based on the analysis of the reasons for the rapid development of CAT and the problems associated with this development, the paper puts forward some suggestions for CTA to develop steadily and orderly.
