摘　　要：随着商品结算制度的不断改革完善,票据在经济交往中的地位越来越重要,而票据诈骗犯罪严重扰乱了市场经济和金融管理秩序,破坏了金融票据管理制度,侵犯了公私财产所有权,影响了社会稳定。因此,我们必须下大力气,坚持“堵源截流,打防并举,标本兼治”的工作方针,强化两个力度,建立和完善四个机制,减少和杜绝此类犯罪的发生。With the reform and improvement of settlement system, negotiable instruments play a more ana more Important role in economic contact. However, crime of negotiable instruments defrauding disrupts market economy and financial management, breaks management system to financial negotiable instruments,violates the ownership of state and personal property, disorders social stability. So, great efforts should be made to decrease and stop these cases, with ＂block the origin, attack and take precaution as well, treat it by looking into both root cause and symptoms＂as working principle, strength the two forces, establish and improve 4 systems.
