摘　　要：第二次世界大战胜利60年来,所有的危机和冲突都没有导致新的世界大战,但是我们在享受其胜利成果的时候,决不能忘却第二次世界大战爆发的沉痛教训。第二次世界大战爆发的原因很多,但根源在于“体系”。第一次世界大战后建立的凡尔赛体系及其国际联盟,没有孕育一种以承诺和合作为基础的规范标准,没有通过正常的国家间的沟通来解决战胜国与战败国的关系,没有建立一种利益共享的国际安全机制,结果导致法西斯国家对“体系”的挑战。Since the end of World War II with victory 60 years ago, all the crisis and conflicts haven＇t yet caused another world war Ⅱ But we shouldn＇t forget the bitter experience of World War II while enjoying the victory. There were many reasons of World War Ⅱ, but the root lied in the system. The Versailles System and the UN founded after World War Ⅰ didn＇t develop a standard based on promissions and cooperations, didn＇t deal well with the relationships of the victorious nantions and the defeated nations through a normal communication between nations , and didn＇t build up a international security system by which all countries could enjoy the interests. All this resulted in the Fascist Nations＇ challenge of the system.
