摘　　要：以人为本的执政理念确立,标志着我们党通过几十年的执政实践,完成了由“阶级为本”向“人民为本”的观念转变;科学、民主、法制的执政理念的确立,标志着我们党在执政理念上的一次重大飞跃;和谐、疏导、整合、稳定的执政理念的确立,说明我们党在执政意识中,把人际环境的融洽和谐、多元利益的兼顾协调、社会管理的协同参与,放到了突出的位置上。The establishment of taking the people as the fundation marks the change of the idea of taking the class as the foundation. The establishment of seientifieal, demoeratieal and legal ruling idea marks a great leap in CPC＇s ruling idea. Finally, the establishment of a ruling idea with harmony, channel, conformity and stability shows that CPC puts the harmony of personel enviornment, the benefit coordination of many parts and the cooperation of social administration on a protruding position.
