摘　　要：世界海员人力资源的重心正慢慢地从欧洲、北美向远东、印度次大陆和东欧转移,亚洲已成为海员劳务输出的主要地区。我国海员人力资源十分丰富,但外派海员数量约只有菲律宾的1/10。本文通过对世界海员劳务输出大国的输出模式、政策措施、输出渠道的分析,提出改善我国海员劳务输出的建议。The global labor market for seafarers is transferring from Europe, North America to Far East, East Europe. The Asia has become main market of seafarer export. China is rich in seafarer resources, but the number of seafarers overseas is only one tenth of the Philippines. By analysis on the seafarer export modes, regulatory policies etc. some suggests were put forward of how to improve seafarer export in our country.
