摘　　要：该文分析论证了建立按病种付费机制的必要性,研究制定了病种分性、医院分级、治疗方法分类、疗效分等的“按病种付费”机制框架,探索了“按病种付费”标准的制定与调整方法,“按病种付费”制度实施遇到的新问题与对策。his paper analyze the necessary of payment based on the diseases categories; establish the categories of disease, type of hospital, categories of treatments, and effect of treatments, it describes the mechanize framework can characters of “payment based on the diseases categories” .Establish the standard and regularity had been set up. It had been explored that the new problems and strategies.
