摘 要:通过对国外学术界近年来关于政府绩效决定因素的研究进行分类与述评,阐释了决定政府绩效的各因素之间的逻辑关系,以及关于政府绩效决定因素的研究方法,认为现有政府绩效研究使决定政府绩效的复杂系统过于简单化,不能准确反映政府绩效决定因素的复杂性,因而设想引入复杂系统分析方法对政府绩效决定因素进行复合因素分析。Over the recent years, a remarkable characteristic of the government performance evaluation is that such evaluation has increasingly taken the improvement of the government performance as the ultimate goal of the public sectors. Ascertaining the determinants of government performance is the prerequisite if government performance is to be improved. This paper reviews and classifies recent researches abroad on the determinants of government performance. It, in particular, analyzes the logic relations among various determinants of government performance, and deals with research approaches of the determinants of government performance. We find that the current researches oversimplify the complicated system determining the government performance, thus not enabling to accurately reflect the complexity of the determinants of government performance. This paper attempts to introduce analytical methods for the complicated system to analyze the determinants of government performance with compound factors.
