摘　　要：我国的卫生改革与发展既面临千载难逢的历史机遇,又处于制度创新和政策调整的关键时刻。根据世界各国卫生福利事业发展的客观规律和我国社会结构转型的实际状况,笔者认为组建“卫生福利部”的社会条件和最佳时机已经到来,并简要阐述多方面的理论依据。The health reform and development of our country are now facing the very rare historical opportunity and in crucial moment of institutional innovation and policy adjustment meanwhile. According to the objective law of the health welfare development in countries all of the world and social structure transition of our country, the author thinks that social condition have been provided and the optimal time have been coming to set up Ministry of Health welfare, and illuminates the theoretical foundations in many aspects briefly.
