西部生态旅游的法律制度分析

摘　　要：西部地区生态旅游资源极其丰富,但是生态保护问题突出。因此,发展生态旅游是西部旅游大开发的最佳选择。本文从实现有法可依,各级法律法规协调统一;建立明确的产权结构和科学管理模式;贯彻生态保护优先,建立健全生态标准和循环机制三个方面对我国西部生态旅游的法律制度进行了具体分析。The resource of the ecological tourism in the West Part of China is very abundant while it is also very urgent to protect the environment of the West China. Hence, it is the best choice to develop the ecological tourism in the policy of exploitation of the west China. This article has made legal analysis on the ecological tourism in the west part of China in three parts, the necessity of the national law about the ecological tourism and the harmony between the laws ; the establishment of the unambiguous property right and scientific supervisory mode; abidance of the principle of ecological protection first and establishment of the ecological standard and circular system.
