摘　　要：根据国家有关突发事件的法律规定和大型建设工程建设的健康管理实践,总结出适用于各种社会依托条件下的医疗应急预案的设计和应用理论。介绍了突发医疗事件应急预案的步骤(包括基础资料的收集、前期健康风险预评价、潜在医疗卫生危害的识别和风险评价)及其主要内容,以求在大型建设工程中有效地降低因事故带来的影响和损失,提高企业的综合管理水平。Based on the relative national laws/regulations and health management practice of large-scale construction project,this paper summarizes the emergency plan design suitable to the social conditions for medical accidents and applied theory ,introduces the design steps of emergency plan for medical accidents, including the collection of basis information,pre-evaluation for initial health risk,identification for potential medical hazards and risk evaluation,as well as the plan design contents,aiming at effectively decreasing the influence and loss due to the accidents in large-scale construction project to enhance the correspondent management level.
