摘　　要：公共利益的概念见仁见智,缺乏共识。公共利益提供了一个关于公共行政责任的指导性概念。在民主制度下,政府公共行政将实现公共利益作为自己的全面的根本的责任,并为此而努力创造公共价值。这样,公共利益作为一个统领性的概念,不仅对于选择集体行动的适当手段具有重要的启示,同时也为公共行政人员所面临的利益冲突和伦理选择提供了一个重要的规范价值和行动准则。The concept of public interest is difficult to reach accord in the theorists, but it offers an instructive notion about the responsibility of public administration. By the basic idea of modern democracy, the essential task of government is carrying out the public policies for the public interest and endeavoring to create public value. Therefore, the concept of public interest can become an oriented concept not only to the practice of public administration, but also to the ethic improving of every civil servant. Public interest theory can afford a significant guide line to the public choice of public administration and to the public servant who is at the situation of ethical conflict.
