摘　　要：世界经济发展史表明,经济增长往往以不同的程度首先出现在一些增长点或增长极上,然后向外扩散,对经济全局产生影响。改革开放以来,内蒙古经济发展大体经历了以自然因素、经济因素和软环境因素为主确定增长极的三个阶段,实践证明是高效率的,但也存在着很多问题。促进内蒙古经济发展,不可能采取全面铺开、齐头并进的模式,而是要从区域增长极和产业增长极两个方面选择和确定经济开发战略,发挥地区优势,形成产业集群,促进经济结构优化升级,以便带动全区经济持续稳定地向前发展。The history of the world＇s economic growth shows that economic growth tends to show off in some growth points to some extent, and then extend outside, affecting the overall situation of economy. Inner Mongolia has experienced three phases of economic development since reform and opening to the outside, determining natural factor, economic factor and soft environmental factor as growth points, the practice of which proved to be high efficient. However, problems exist as well. To promote Inner Mongolian economic development can hardly adopt a all-round model which advances side by side. Instead we should choose and determine economic developing strategy from Inner Mongolian regional growth points and enterprises growth points, bring the district superiority into full play, forming enterprise groups, and promoting the superior upgrade of economic structure so as to bring along the sustained, stable development of Inner Mongolian economy.
