论构筑陕西省区域人才资源高地的战略对策

摘　　要：人才资源是以其创造性劳动为经济发展和人类社会进步做出较大贡献的优秀群体。研究构筑陕西省区域人才资源高地是时代的要求,是构建社会主义和谐社会的重要内容,是成功进行西部大开发的保证,也是促进陕西省经济发展的有力支撑。在分析陕西省人才资源开发存在问题的基础上,提出了通过强化人才意识、加大政府人力资本开发的投入、构筑完整的教育培训体系、营造良好的人才环境以及建设服务型政府等措施构筑陕西省区域人才资源高地。Talent resource is an excellent group who makes great contributions with depending on its creative labor for economical and social development. It is very important for Shaanxi province to construct the regional talent resource highland. On the basis of the problem of talent resource development, this paper puts forward the following measures and suggestions： to pay attention to the function of the talent; to invest in human capital by the government; to construct the training system and good environme for the talent; to build the service government, and so on.
