摘　　要：本文归纳了基于数量规模、服务能力和服务效果的三种规划信息服务建设的思路。提出了核心竞争能力、集成创新能力、决策支持能力、资源保障能力、快速反应能力、协同作业能力、持续发展能力等7种能力的概念和主要体现。构思了信息技术应用与服务能力建设关联表。呼吁业界加强技术应用总体研究,促进信息服务能力建设。Based on a summary of the thinking about 3 ways to program information service construction based on quantity scale, service ability and service effectiveness, this paper puts forward the conceptions of 7 abilities, that is, core competitive competence, integrated innovation capability, decision support capability, resources guarantee capability, fast reaction power, cooperative operation capability and sustained development capability, and points out their main embodiment as well. The paper gives a correlative table of information technology application and service ability construction, and suggests that we should strengthen overall studies on technical application so as to promote information service abihty construction.
