摘　　要：制定合理的接入定价是实现有效互联互通的经济基础。有效的接入定价应达到促进竞争、促进关键设施的有效利用、鼓励网络内部和不同网络之间互联互通的目标。中国目前应选择以长期增量成本为基础的接入定价模式。The telecom industry is one of the typical network - industris which has a prominent character, network - effect. All networks must be collected together so that every consumer can call the other one. So the access between networks becomes a big issue in the development and reform of telecom industry. Especially, with the change of structure in this industry, the question of access and pricing is more and more perplexing and important. The paper puts forward the LRIC as a new access pricing mechanism.
