摘　　要：我国公共决策中存在决策的科学性与民主性不够,决策目标与决策偏好不合理,决策质量不高,决策权力约束不够等问题。要通过完善科学与民主的决策机制、促进政府组织转换职能、加强政府绩效管理、改革制度安排等,解决公共决策中存在的问题,提高公共决策水平,实现公共利益的最大化。There are some problems of public decision in our country, such as, lacking decision scientifically and democracy, unreasonable decision objectives and preferences, low decision quality, insufficient decision constraint. By improving the scientific and democratic decision system, promoting transformation of government function, enhancing performance management, optimizing institutional arrangement, which may help to solve the problems of public decision, raise the level of public decision and maximize public benefit.
