我国农村改革发展的路径选择

摘　　要：我国社会主义市场经济体制已基本确立,而最早从农村兴起的改革和形成的路径,却没有随着我国的改革开放从农村到城市、从计划经济到市场经济的实际而与时俱进。随着人民公社体制的解体,“劳动群众集体所有制经济”在绝大多数地方已经崩溃,产生在集体经济基础上的联产承包责任制已经名不符实。建立专业合作经济组织的前提条件是个体农户必须成为具备生产资料所有权的独立主体。合作经济组织的建立是联产承包责任制发展的必然结果和归宿,是新形势下农村公有制的主要表现形式。各级政府帮助指导农民发展以专业合作组织为主要形式的多种生产经营体制,是社会主义市场经济条件下农村社会发展的必然路径选择。The socialist market economy system has been basically established, but the reform and route formed initially from the countryside at the beginning has not grown with each passing hour with the reality of the reform and opening - up of our country from the countryside to the city and from planned economy to market economy. With the disintegration of the system of people＇s commune, ＂the work populace＇s collective ownership economy＂ has already collapsed in the most places, the output -based contract responsibility system produced on the basis of collective economy already has fallen short of the reality. The precondition of setting up the specialized cooperative economic organization is that the self- employed farmer must become the independent subject with ownership of the means of production. The setting - up of the cooperative economic organization is the inevitable outcome and final settling place of output - based contract responsibility system development ; it is the main form of expression of public - owned system in the countryside under the new situation. The governments at all levels help to guide the peasants to develop many kinds of production and management system taking the specialized cooperative association as the main form. It is the inevitable route of the rural social development under the socialist market economy condition.
