以工哺农新时期乡镇政府的地位与职能

摘　　要：乡镇政府职能转换经过了三个时期,现在进入以工哺农新时期,在这一新时期,乡镇政府的主要任务及其职能是联结广大人民群众的纽带,在农村专业合作组织孕育成长过程中,基层政权组织起着市场经济对个体生产者的排斥淘汰的缓冲作用。乡镇政权在现阶段要肩负起加强农业综合生产能力建设,继续调整农业和农村经济结构,进一步深化农村改革,努力实现粮食稳定增长,农民持续增收,促进农村经济社会全面发展的任务。以工哺农时期,乡镇政府要明确新的公共服务职能,建立提供高效服务的体制和机制。The township governmental embarrassing position is the inevitable outcome of our country＇s administrative system that falls behind the economical and social development, and the rebuilding of township governmental functions is bound to go through three developing periods. The main task and function of a local government is a link to tie the vast masses, and the organization of a local power plays a cushioning role that the market economy expels and eliminates the individual producers in the process of growth of the specialist cooperative organizations in the countryside. At the present stage, a local power will shoulder the task to reinforce the construction of agricultural productive ability, to continue adjusting the structure between agriculture and rural economy, to further deepen the rural reform, to make efforts to steadily increase the grain, to increase farmers＇ income and to promote the all -round development of the rural economical society. In the period of industry feeding agriculture, township governments should be aware of their new function for public service and establish a system and mechanism to offer effective service.
