摘　　要：关于经济制裁功效的评价,国外主要有定性和定量两种方法。单独从定性或定量角度确定的经济制裁功效的评价标准均存在缺陷,应该将两者结合起来。This article mainly introduces the ideas of the professors in the aboard on economic＂ sanctions＇ utility and some ways of evaluation on economic sanctions＇ utility. Then it also eleals with the advantages and shortcomings of these ideas. At last, this article introduces the two ways of analyzing the economic sanctions＇ utility by the United States.
