摘　　要：本文主要通过对新民本主义的兴起及其背景、内涵、特点的分析,结合政府行政能力建设,对新民本政治理念下政府行政能力建设应注意的问题等进行深入系统的梳理和论述,并指出了新民本政治理念与政府行政能力建设之间的密切关系。This paper analyzes the emerge, background, connotation and essence of the New MinBenism. Systematically examines some issues that should be noticed in Governmental administrative ability in the idea of New MinBen. The relationship between the idea of New People - basis Politic and the administrative ability is addressed.
