公立医院财务管理组织架构及职能标准化的探讨与实践

摘　　要：随着我国医疗卫生体制改革的发展和不断深化,公立医院财务机构的设置模式和管理方式已经不能适应改革和发展的需要,管理职能缺位,导致对医院经济运行监控乏力,造成了资金的浪费、人员的浪费、闲置。根据卫生部《关于加强医疗机构对财务部门管理职能、规范经济核算与分配管理的规定》,结合医院财务管理现状,对公立医院财务部门组织机构及职能设置的标准化进行了探索和实践。通过制度创新和管理创新,初步确立了内部职责明确,运转高效有序的运行机制和外部与采购、总务、信息中心等职能部门相互协调配合、相互监督的医院经济管理运行机制。Finance management in public hospital couldn＇t be suitable for the development of health reform in China. Based on MOH ＂Regulation on enhancing finance management in healthcare facilities, ordering economic accounting and distribution＂, the author discusses the organization and standardization of finance management department. The hospitat develops effective operative system and cooperation with information department, logistics department and other departments in hospital. This system also plays a role on monitoring each other.
