摘　　要：全球化导致全球市民社会的形成,从而导致非政府间国际组织在国际关系中的地位与作用越来越重要,影响力越来越大,非政府间国际组织已经具备了独立参加国际关系的能力,且在一定范围内、一定程度上具备了直接享有国际法上的权利和承担国际法上义务的能力。面对非政府间国际组织在国际关系中日趋活跃和重要的现实,各国应正视非政府间国际组织的国际法律地位问题。Globalization has caused the formation of the global civil society, This has made the position and functions of the NGOs more and more important, and in fact the NGOs have possessed the ability of participating in the international relations independently, and enjoying the direct rights and assuming the Obligations at the level of international law within a certain scope and to some extent. Since so, all nations should take the problem about the legal position of the NGOs seriously.
