摘 要:在发电企业静态绩效评估方法的基础上,探索了发电企业的动态绩效评估方法。围绕“如何定量反映发电企业所辖电厂在评估周期内经营绩效的动态趋势特征并判断其优劣”的核心问题,提出动态绩效评估的总体框架,特别是建立了3个新的指标及相应的评估方法:“增长强度因子”指标可表征任一电厂的多个指标在评估周期内动态趋势的增长特征,而“动态贡献质量”和“动态贡献弹性”2个指标分别体现对发电企业平均水平的绝对量和增长量的动态贡献特征。结合实例分析了这些新的动态评估指标在绩效评估中的意义和作用,验证了所提出的方法及指标的有效性和实用性。Based on the static performance evaluation of power generating company, the approaches and indexes of dynamic performance evaluation (DPE) were explored. In order to answer the key question of how to reflect quantificationally the dynamic trend characteristics of power generating plants' performance, the overall framework of DPE was established in this paper. As the core ideas, three new indexes and the corresponding evaluating methods were proposed. The first index named "increasing intensity factor" is capable to reflect the increasing characteristics of any power generating plant's multi-dimension indexes in an evaluating period. The other two indexes, "dynamic contributing quality" and "dynamic contributing elasticity", can show the dynamic characteristics of absolute and relative contributing quantity respectively which is made by power generating plants to the power generating company's average level. The effects and meanings of applying these new indexes in the dynamic performance evaluation were also analyzed through practical examples, which show the practicability and effectivity of the new evaluating indexes and corresponding methods.
