摘　　要：从公众参与的定义和范畴着手,根据水库移民的性质和特点,论证了水库移民参与的必要性和重要性,指出在农户为基本安置单元的约束下,移民参与可以有效减少移民社会问题,阻碍移民参与的主要因素是移民参与的制度缺失和参与的能力不足。结合中国水库移民特点,从发展的角度,提出了适合中国国情的水库移民参与的制度框架和实现途径。Starting from definition and content of public participating and according to characteristics of reservoir immigrants,the necessity and importance of participating of reservoir immigrants are demonstrated.Participating of immigrants can effectively reduce social problem.The main factor of difficulty for immigrants' participating is system deficiency and scarce capacity.Combined with the characteristics of reservoir immigrants in China and from the angle of development,a suitable system frame and some countermeasures are put forward.
